Tut tut, such poor journalism from wired, I'd have expected better.
The legislation has been several years in the making, and it refers
to "semi-submersibles" rather than "mini-subs" as Wired are trying
to portray. "Stateless" refers to not flying a flag of a nation.
Unless the legislation has changed a lot, it makes it legal to sink
"semi-submersibles" which are not flying the flag of a nation, rather
than just making them "illegal".
Peter doesn't need a waiver, he just needs to fly a flag.
