Not necessarily...internal pressure exerts tension
on the metal while external pressure results in compression. They are not
the same. With internal pressure, the roundness of the vessel is as
critical as it is with external pressure (compression). Think of a plastic
Coke bottle...it would withstand a lot more internal pressure before bursting
but would take a lot less external pressure to crumple it.
