Imagine the force applied to the material. The metal and structure is under tension with the outward applied force and under compression inversely. The answer is in the design of the structure..ie gauge of material, shape and support.
Engineers specialize in minimal design for the job...my guess is probably not.

Here's a question to the more mechanical types. If I have a normal rounded metal tank rated for an internal pressure of 200 psi then, I could assume it would be capable of 200 psi external pressure?
