Yes - that's the lockout. The addition of the forward trunk and observation window serves a couple of purposes: when not actually using the lockout for diving operations, the interior hatch is left open, and crew from the control room can move forward and take a look out that viewport if necessary, or anyone else on board can use it in the case of passenger trips, since the viewing trunks really only accomodate one person comfortably. When in use during diving operations, you will note that this chamber is quite a bit larger than is strictly necessary just to lockout a couple of divers - this is for a couple of reasons: to accomodate larger teams/operations who may be alternating between dry and wet periods, and to function as a decompression / recompression chamber with sufficient comfort for the occupants. The viewport in this case allows personnel inside the lockout to keep tabs on what is going on outside, since the camera feed only tells one story.

The model was created in SolidWorks 2006 SP2, using surface geometry only (this is just a general arrangement / concept drawing). An actual solid model which incorporates plate thicknesses and weld details will need to be created essentially from scratch, using this surface model as construction geometry.
