I don't know, anytime you start having moving parts like that you run the risk of breaking something. With extended pontoons there will be great force exerted on the joint where they are connected and with the weight of the sub they could be stressed quite easily I would think. If you are trying to have your sub be more stable on the surface it will most probably mostly be underwater already and not subject to much wave action anyway.
