I see a lot of talk about seperating PSUBs.Org from liability, but I was wondering... Why not just incorporate as a professional association, require all members to sign a waiver stating they accept full responsability for their safety and the design/operation of their vessel.
 
This way PSubs could issue "Guidance" (Documents stating certain requirements and standards that should be adhered to, but are not legally binding) and require that any vessel taking part in events sponsored by PSubs meet guidance to participate as well as having a waiver on file. Keep conventions and events open to the public by all means, but if you wish to dive at an event as part of the event you need to meet guidance and have a waiver.
 
Think of it as.... well a professional organization much like Engineers have. without the extra of being a regulating body outside the orgainization, just within it's own ranks, and even within it's own ranks recognizing the experimental nature of this particular field and "regulating" only so much as to co-ordinate events.
