Number one, everyone needs to remember that subs are MUCH COOLER THAN ROBOTS!.

Number two.  Small inspection eyeball ROVS are pretty much commodity items now.  There are several on the market and if someone really wants that capability on their sub It's unlikely that you will be able to build one as well as cheaply.  See, Deep ocean engr, seabotix, videoray, etc .  Plus you have someone to get spares etc.  

However, you could build one that's pretty good.  It is certainly a less capital intensive project than a sub.
I would make the suggestion that building a small ROV is a pretty good project for a high school kid, and if there 
is a high school in your area you may want to talk to their shop or science teacher.  The Marine Advanced Technology Education Center (MATE) holds contests for high schoolers and college groups who build their own ROV's.  http://www.marinetech.org/rov_competition/index.php.

I think this is a great opportunity for a psubber that either wants or wants to build an ROV.  Sponsor a high school group, get the rov at the end of the competition...also get some help painting your sub :).
