There's something called "Turbo-tuna" that tried just this.  It seems to
take a lot more power.   And you lose parts of the hull to the flexible 
part.

There's a chap in Canada. however, who's worked out a flexible paddle
that is moved by a mechanism he usually powers with a bicycle-type
pedal arrangement.   It was in WoodenBoat a couple of years ago.
I'll ask about it.
