Interesting idea. To be used in scuba it would have to be much more efficient than plain old electrolysis which consumes a fair amount of electricity.
But the centrifuge method isn't showing up on Wikipedia's list of techniques yet:

In a nutshell, a guy named Alan Bodner has figured out
a way to use a high velocity centrifuge to force the
existing oxygen out of seawater to allow sustained
underwater breathing. Apparently a prototype of his
design is being installed in an underwater habitat in
Australia for further 'real world' testing.
I personally have my doubts as to whether this tool
will ever be compact or safe enough (if it even works)
to replace SCUBA tanks like the inventor hopes, but I
could easily see an application for submersibles and
submarines.
If nothing else, very interesting concept.
