Yes indeed, a working Nautilus is a dream shared by many, myself included.  I consider myself fortunate to have maintained a correspondence with Pat Regan for the past five years and, as you might imagine, the Nautilus has been a favorite topic.  I certainly wouldn't call myself an expert on the subject, but I will share with you what I've learned.
 
Joe, your concept of how Pat's Nautilus works is a common misconception.  It's not a cylinder with a freeflooding decorative outer hull.  That description better suits the new Exomos Nautilus. 
 
Pat's minisub does use double hull construction, but the two hulls are closely shaped and integral in nature.  By that I mean they both work together to accomplish the operation of the submarine.  The outer hull is not merely decorative, but functional as well.  As I understand it, the only portions of Pat's submarine that are freeflooding are the aft deck and the extreme tips of the bow and stern. 
 
"It's more than a tube in a tuxedo" is how Pat once put it.  I think it's remarkable how well he's blended form and functionality in that design.
 
As for whether or not a Nautilus can be built without double hull construction, that's also something I've talked about with Pat.  He said it can be done, and cited early subs with plate on frame construction: Fulton's Nautilus or Bauer's Brandtaucher, for instance.  But Pat was quick to add that, while it might be possible, it probably wouldn't be practical.  .
 
Mike, my advice is that you should contact Pat.  He is without any doubt the foremost authority on working 20,000 Leagues submarines and diving gear in the world.  Do a Google search of Disney Nautilus, Vulcania Submarine, or Pat Regan.  He's easy to find on the internet.

Nautilus cannot be built as a viable 1ATM design without the use of a double
hull. (Cylindrical pressure hull, free flooding decorative decagon shape
external is what would be required). Ala Pat Regan, out there in Hawaii.

There is a rule of thumb in cost estimation for vessels where $4 to $6 per
pound of displacement is what can be expected. Alec Smyth, an experienced
sub builder / pilot, was just quoted in an article at approx $10K for a
K250, which weighs in I believe, at 2,250 lbs, so this works out to $4.44
lb. Marine Aluminum is outrageously priced, easily triple your quoted
figure.
