I just realized that I said 1ATM when I meant to say ambient!!

I think Catsten's earlier reply answered my question. If you have a deisel engine that has a 20:1 compression ratio ( http://auto.howstuffworks.com/question399.htm ), then at the surface, the pressure developed within the cylinders is about 294psi. Now, dive 66 feet down, and the pressure in the cylinder quadruples to 1176psi.  Now, even though the ratio of pressure hasn't changed (20:1), the amount of air in the cylinder is significantly greater... so the fuel/air ratio is now way out of proportion.

Like I said in an earlier post, this is just a purely academic question.  I have no intention of even trying to crank up a diesel engine in an ambient boat.

Not sure about the running in a pressurized environment, but if you were in a 1 atm boat, you would NOT be in a pressurized environment. In a 1 atm sub you could run the diesel but it would suck up the air
in the hull unless you fed it with an air tank or used your snorkel. You could run it for a very short time (depending on your hull's air volume) but it would suck your eardrums outward and create underpressure in
the hull which would also possibly stress your hull sides because of the exterior water pressure. It can be done. Ask Carsten. He has mentioned it being done underwater before for short periods.

Will a diesel engine run in a pressurized environment?  For example: If I had a 1ATM boat, and for some reason needed to run it at depth, (aside from the obvious huge consumption of air) would the engine run at all?
