Hi Jon,  That 11.100 was only a test rig that he did to arrive at STCP for domes not what he recommended. OK if you have plenty of room.   Yes to that for the working load of the bolts but you are best to determine what bolts you are going to use.  SS or Monel or Titanium or such.  Then look up the UTS (ultimate tensile) or get from the supplier.  Then you use the minor diameter to get the bolt area under stress.

And should be able to work it out.
If  you need any extra I can send you an excel sheet.

Thanks for the reference.  I also see that in Stachiw Figure 11.100 it 
shows 1/2 inch bolts.  In regards to the safety factor for the bolts, 
how is that calculated?  Is it determined by calculating the total area 
pressure on the spherical segment, dividing by total number of bolts and 
then multiplying by 4?
